Anthony R. Quinn is currently the Standards Team Lead in the Office of Standards and Intellectual Property (OSIP). Prior to joining ITA, he was the Director of Public Policy and International Trade for ASTM International where his role was to assist companies using ASTM standards to achieve their global business objectives. Anthony did a temporary assignment as the Senior Standards Advisor in OSIP in 2018 where he worked on promoting US global competitiveness for cross-cutting emerging technology sectors such as artificial intelligences, robotics, and additive manufacturing. Anthony also worked for the American Society of Mechanical Engineers (ASME) as a Senior Government Relations Representative where he coordinated advocacy efforts for standards, defense, and aerospace before the U.S. Government. He started his career as a Legislative Aide for a Member of the United States Congress managing healthcare, homeland security, trade, and technology issues.
Anthony brings a wealth of experience to the Department of Commerce having testified before the US International Trade Commission, served as a 2011 European Union Visitor Fellow, a guest speaker at the Harvard Kennedy School on international standards, and appointed to the Department of Commerce’s Office of Energy and Environment’s Trade Advisory Committee.

Jackie leads CTA’s 21st Century Workforce council and the CTA Apprenticeship Coalition, in partnership with IBM, helping tech companies build and scale registered apprenticeship programs as a talent solution.

Heba Mahmoud is Senior Manager of Inclusion & Diversity at MITRE Corporation. In her role she is responsible for designing, leading, executing, and integrating strategic enterprise-wide I&D initiatives, practices, and processes that cultivate an inclusive culture and reinforces a sense of belonging. A mission-driven professional, Heba spent the last 17 years working with membership associations to create inclusive, diverse, and equitable professional sectors that welcome and engage underrepresented communities.
Prior to MITRE, Heba was the senior manager of diversity initiatives at the Consumer Technology Association, where she was responsible for building and implementing initiatives to advance inclusion in the tech ecosystem. Previously, Heba worked at the Association of Fundraising Professionals where she took the lead in launching the Women’s Impact Initiative, a program to help advance female fundraisers into leadership roles.

In her role at the UK’s national standards body, Sally Swingewood is responsible for working with both national and international experts to develop documents that help organizations of all types to improve the way they operate and better protect the people who work for them.
Sally engages with a broad range of stakeholders to ensure the widest possible views are taken into account whether developing national or international standards and frequently hosts public meetings and webinars to encourage standards’ users to raise issues and propose improvements.
Sally is manager of the ISO technical committee responsible for the world’s first international standard on occupational health and safety management, ISO 45001. She is part of the leadership team for ISO PAS 45005, guidelines on safe working during the COVID-19 pandemic, and ISO 45003 guidance on psychological health, safety and wellbeing at work.
